Two Different Certifications, Two Different Purposes
The Civil Service Exam (CSE) and the Licensure Exam for Teachers (LET) are both government examinations in the Philippines, but they are administered by different agencies and open different career doors:
- The CSE is administered by the Civil Service Commission (CSC). Passing it gives you a general civil service eligibility that qualifies you for permanent positions in any government agency.
- The LET is administered by the Professional Regulation Commission (PRC). Passing it gives you a PRC teaching license that qualifies you to teach professionally in the Philippines — required for permanent teaching positions in DepEd public schools.
They are not interchangeable. Each has its own registration process, exam format, and career implications.

Career Paths: What Each Exam Unlocks
CSE Professional Eligibility Opens:
- Any permanent non-teaching position in national government agencies (DOH, DSWD, BIR, DILG, etc.)
- Permanent positions in local government units (LGUs)
- Permanent positions in GOCCs and GFIs (SSS, GSIS, Pag-IBIG, PhilHealth, Landbank, DBP)
- Administrative and support positions within DepEd (non-teaching)
PRC Teaching License (LET) Opens:
- Permanent Teacher I positions in DepEd public elementary and secondary schools
- Teaching positions in state universities and colleges (SUCs) — though many SUC positions also require a master's degree
- Teaching positions in private schools (most now require PRC license for permanent hiring)
- Some LET passers are granted limited civil service eligibility for non-teaching government positions as well
Which Should You Take First?
Take the CSE first if:
- You graduated with a non-education degree (Business Administration, Nursing, Engineering, etc.) and want a stable government career.
- You want to work in any government agency or GOCC outside of DepEd.
- You are currently in a temporary government position and need permanent eligibility urgently.
- You want a lower examination fee and a slightly higher average passing rate to build confidence.
Take the LET first if:
- You graduated with a BEED or BSED degree and your primary goal is to teach in a public school.
- You are already working as a temporary teacher in DepEd and need a PRC license to regularize.
- You have a specialization (e.g., Mathematics, Science, Filipino) that is in high demand in schools.
Consider taking both if:
- You are a BSED graduate who wants both teaching opportunities and broader government career options.
- You are already a teacher but want the option to transfer to an administrative government position later.
Tip for education graduates: The LET requires knowledge of educational theories and pedagogy that you learned in your BEED or BSED program. This knowledge fades fast after graduation. The sooner you take the LET after finishing your degree, the fresher your ProfEd and Majorship knowledge will be.
Preparing for Both Exams
If you decide to take both the CSE and LET within the same year, create a clear study schedule that separates preparation for each. The subject matter overlaps only slightly in GenEd content (English, Filipino, basic math, and science). The LET's ProfEd component has no equivalent in the CSE.
